Who We Are
The Health Ministry of the Southern Tier provides health services for the poor and uninsured in Steuben, Chemung and Schuyler counties. One in eight need our help, but limited resources have allowed us to serve less than 3% of this population of over 23,000. HMST has become a federation of clinics in three counties. We are a not-for-profit, volunteer organization of medical, dental and auxiliary staff dedicated to providing health care to those who can least afford it.
Whom We Serve (eligibility requirements)
We provide services free of charge to those who have:
- Residency in Steuben, Chemung or Schuyler counties.
- NO health insurance.
- Annual family incomes below 200% of the Federal Poverty Guidelines.
How We've Grown
- New and returning patients grew by 19% and 28% respectively in 2008.
- Dental services grew nearly 15% in 2008.
- The value of prescriptions was over $260K in '07 and nearly $400K in '08.
- Elmira added a volunteer doctor and expects to add more in '09.
- We added an Executive Director in 2009 to manage our growth.

You MUST have an appointment to see a health provider. Contact any of our four locations (Contact Us) for a review of your eligibility and an appointment. If you are not eligible, we can usually refer you to a local service depending on your situation.
